Course Description

On August 4, 2020, FEMA published the Fiscal Year 2020 (FY20) Notice of Funding Opportunity (NOFO) for the new Building Resilient Infrastructure and Communities (BRIC) program. This grant cycle implements Section 1234 of the Disaster Recovery Reform Act of 2018. BRIC will make $500 million available to states, local governments, tribes, and territories for mitigation activities designed to strengthen the nation’s efforts to build a culture of preparedness. The application period runs from Sept. 30 through Jan. 29 each year for the next 6 years.  This is significantly more funding than the traditional Pre-Disaster Mitigation (PDM) grant set-asides each state is allotted which has been replaced by the BRIC program.

The presentation will describe the background to this funding and the reasons that the new focus will include priority funding to water and wastewater utilities. It will also explain the types of ideal projects appropriate for funding, the application process, how the State of Missouri Emergency Management Agency assists and leads this process for a utility as the applicant for the utility (subapplicant). It will explain the timing, grant match requirements, streamlined application process, including the online Benefit Cost Analysis (BCA) tool, and typical project funding amount.
